Terms of service are in preparation. Council Works is pre-launch; the only thing this site does today is describe what we're building. There is no product to sign up for yet, so there are no service terms to agree to.

Full terms (covering acceptable use, data processing, SLA, billing, and termination) will be published before our first council goes live.
